Oregon's individual health insurance market has significant carrier changes for 2027. PacificSource and Providence will no longer offer individual-market plans anywhere in Oregon. Moda will no longer offer individual-market plans in Crook, Deschutes, Klamath, Lake, Marion, Polk, Umatilla, and Union counties.

Providence is leaving Oregon's individual health insurance market for 2027. Affected members may be matched to a plan from another insurance company.
Moda remains available in parts of Oregon, but not in eight counties for 2027—including Marion and Polk. The replacement depends on the member's county and current plan.
When a 2026 plan will not be available for 2027, Oregon may match the enrollee with another available plan to help prevent a gap in coverage. This matching process is sometimes called a plan crosswalk.
Automatic re-enrollment is a continuity safeguard. It does not mean the matched plan is identical to your 2026 coverage or that you have to choose it without comparing your other available options.
Verify the providers and facilities you use in the network for the specific 2027 plan.
Check the 2027 formulary, drug tier, pharmacy network, and any coverage requirements.
Compare what your household would actually pay after available Marketplace financial assistance.
Review deductibles, copays, coinsurance, and the maximum out-of-pocket—not just the monthly premium.

If you live in Marion or Polk County and currently use Salem Health, pay especially close attention to the provider network for 2027.
Salem Health will not be in network with any individual-market health plan available in Marion or Polk County for 2027. This means a plan match can maintain insurance coverage without maintaining the same in-network access to hospitals, clinics, or providers you used in 2026.
